Владимир Подлевский родился 11.10.1960 года в городе Андрушевка Житомирской области.
В 1985 году окончил Львовскую Академию искусств.
С 1990 г. - член Национального Союза художников Украины.
Участник всеукраинских, зарубежных, международных выставок и фестивалей.
В течение 1990-2014 годов провел более 30 персональных выставок в Украине и США.
Его работы хранятся в областных художественных музеях Харькова, Донецка Чернигова, в краеведческих музеях Житомира и Полтавы, в фондах Министерства культуры и туризма Украины, коллекции Украинского института современного искусства и Украинского Национального музея в Чикаго, в Университете наук и искусств Чикасо (Оклахома, США)), в частных коллекциях в Украине и за рубежом (Польша, Великобритания, США, Франция, Германия, Испания, Голландия, Бельгия, Иордания, Израиль, Япония, Южная Корея).
